Notification of Changes to At-Grade Crossings Between Salt Lake City and Provo Per Utah Administrative Rule R930-5-14

The Utah Transit Authority (UTA) is beginning construction of the FrontRunner South Commuter rail line operating from Provo to downtown Salt Lake City. The 45-mile line will operate within a portion of the rail corridor currently occupied by Union Pacific Railroad (UPRR). The construction of the FrontRunner South line will change the current state of 41 at-grade crossings throughout Salt Lake and Utah counties.

A Surveillance Review Team that included representatives from each local jurisdiction, Utah Department of Transportation (UDOT), UPRR and UTA, has evaluated each of the 41 crossings affected by construction of the project to ensure that final design meets all applicable safety requirements.

Proposed crossing changes include new track, minor grade changes and adding safety upgrades including construction of raised medians (60 to 100 feet in length) and active warning devices at each applicable crossing. Installing the median and active signal device safety upgrades at crossings will allow municipalities to apply for Federal Railroad Administration (FRA) quiet zone status where trains will not be required to sound horns.

The new track(s) will be located on the east side of the existing UPRR track from Salt Lake Central Station (Salt Lake City) to 9800 South (Sandy) and on the west side of the existing UPRR track from 9800 South to Provo Station (Provo).
