Transit-Oriented Development (TOD) is a high-density mix of uses designed to maximize the convenience of the transit amenity for those who utilize the site, favoring pedestrian and bicycle access, without excluding the automobile.

The Utah Transit Authority is interested in developing TODs at and around our transit stations for the purpose of enhancing the community, increasing transit ridership, and generating new revenue sources to fund transit operations.

Future TOD Sites

    The Utah Transit Authority’s Intermodal Center in Ogden, Utah serves as the transit gateway to the city.  It is surrounded by several governmental offices, with likely several more to come in the near future.  It is within walking distance of Ogden’s Historic 25th Street and the Central Business District, including office, retail, dining, and entertainment.  Ogden is home to Weber State University and is known for its outdoor recreation.  Both of which offer unique opportunities for this site.

    Ogden City is very interested in having a high quality development on this site.  In an effort to redevelop under-utilized property and support the development of a Transit Oriented Development (TOD) near Ogden’s intermodal transit hub, Ogden City has committed to the acquisition of properties adjacent to the UTA parcels, Tax ID# 030050017 and 030050016, located adjacent to the intermodal hub. The properties Ogden City plans to acquire are bordered by Wall Ave, Reeves Ave, 21st and 22nd Streets, and equate to approximately 7.5 acres of land (plat map attached). These properties, as well as a portion of the UTA parcels, are within the existing 21st – 22d Street Redevelopment Area (details attached), and are part of the City’s existing Wall Avenue Retail Corridor Master Plan. They are also conveniently located within walking distance of the IRS campus, which is one of Ogden’s largest employers. This location offers very high visibility with frontage on Wall Avenue, which has a traffic count of 23,125 cars per day.

    Ogden City’s objective is to create a complimentary use to UTA’s existing infrastructure and developable land, while adhering to the City’s existing Wall Avenue Master Plan. In addition, increasing the City’s sales and property tax bases are primary goals and Ogden City feels a TOD that offers a diverse mix of uses, along with quality and affordable housing units, would best fit this location and assist Ogden in reaching these goals.

    The Salt Lake Central Station is the most integrated intermodal transportation center in Utah and is UTA's flagship station. Located just west of the Salt Lake City CBD, the area offers access to Amtrak regional rail, commuter rail, light rail, and numerous bus routes that serve the entire Wasatch Front region. The FrontRunner commuter rail serves downtown commuters from Pleasant View to Provo. The Gateway Shopping Center, located just two blocks northeast of the site, is home to several restaurants, a movie theater, residences, and retail stores. Other amenities within walking distance include Pioneer Park, the Energy Solutions Arena (home to the Utah Jazz), and the Salt Palace Convention Center. Temple Square and LDS Church Headquarters, the City Creek Shopping Center (a $1.5B redevelopment in the heart of downtown Salt Lake City), and the University of Utah can all be easily reached in under 20 minutes via light rail.

    The Salt Lake City RDA is heavily involved in the success of the Intermodal Center area, particularly the corridor between Salt Lake Central Station and the historic Rio Grande Depot. They own several of the neighboring parcels and have coordinated several visioning exercises. Additionally, this area was included as a “Catalytic Site” in a HUD-funded “Sustainable Communities” initiative.

    Meadowbrook Station is located in South Salt Lake, directly east of the Salt Lake Community College Meadowbrook Campus. Several high density developments have cropped up in this area, thanks to the accessibility offered by the various transit modes, which include two light rail lines and several local bus routes. Area amenities include Harmony Park, the South Main Public Health Center, and the Salt Lake Community College facilities. Additionally, this area was included as a “Catalytic Site” in a HUD-funded “Sustainable Communities” initiative.

    South Jordan Station is located north of the 10600 South I-15 Interchange and west of the South Towne Mall. It is served primarily by commuter rail, connecting the station north to Pleasant View and south to Provo. The site is surrounded by office, retail, restaurant, and entertainment uses, including the Mall, Riverpark Corporate Center, Mulligan’s Golf and Games, and the Jordan River trail system..

    South Jordan City is currently coordinating efforts to master plan this area.

    Orem Station has excellent access to the Utah Valley University (UVU) campus and is located directly adjacent to some of its satellite facilities. The site also enjoys convenient access to Interstate 15 and is among some very successful student housing. The station is served by local bus and commuter rail, offering transit access to the entire Wasatch Front north to Pleasant View and south to Provo.

    Provo Intermodal Center is currently the End of the Line for the FrontRunner Commuter Rail line, which connects the site to downtown Salt Lake City and north to Pleasant View. The site is within walking distance of the Provo CBD, the new Provo City Center LDS Temple, the Novell office campus, and the Provo Town Center mall and is included in the South University Redevelopment Project Area. Immediately to the north is a dynamic new business incubator cosponsored by Provo City and local entrepreneurs. In addition to commuter rail, the site is served by local bus and is slated to be a key station for the proposed future Bus Rapid Transit system connecting to BYU, UVU, and other points in the Provo-Orem area. Additionally, this area was included as a “Catalytic Site” in a HUD-funded “Sustainable Communities” initiative. The site and surrounding area is zoned ITOD for mid-rise residential and complementary commercial uses, reflecting Provo City’s commitment to transit-oriented development..
