UTA’s Five-Year Service Plan (5YSP) guides near-term transit planning across all modes, aligning with priorities from the UTA Long-Range Transit Plan (LRTP). It offers short-term direction while staying flexible to respond to changing market dynamics, needs across the service area, and stakeholder feedback.

In October 2025, the 2025-2029 plan was amended by the UTA Board of Trustees to reflect the accelerated launch of Midvalley Express (MVX), a 7-mile bus rapid transit route connecting local destinations and planned developments across Murray, Taylorsville, and West Valley City.

Service to MVX will begin on Spring Change Day: Sunday, April 12, 2026.


The new Midvalley Express route is a response to the growing demand for transit services in the MVX corridor and will provide a direct regional connection between Murray Central Station and West Valley Central Station. UTA completed the project in part using federal funds from the Federal Transit Administration (FTA), which requires implementation of service as soon as construction is complete. The board approved the amended 5YSP to reflect MVX’s early completion and the associated service changes, along with a service adjustment related to ongoing construction in Farmington City.

Associated MVX Route Changes

The following route changes begin on Spring Change Day: Sunday, April 12, 2026.


  • Route 39 (3900 South) will no longer serve SLCC-Taylorsville. The route will be realigned to serve 3800 South, providing new connections along 3800 South and improving travel times. 
  • Route 47 (4700 South) will end at Murray North TRAX Station instead of Murray Central Station. This will reduce redundant routes serving Murray Central and provide alternate connections.
  • Route 227 (2700 West) will have improved frequency from 60-minute service to 30-minute service. It will be adjusted so the southern end of route is SLCC-Jordan and the northern end of route is SLCC-Taylorsville. This will reduce redundancy with the new MVX line and improve connections between both SLCC-Jordan and the Red Line and between the SLCC Jordan and Taylorsville campuses.

The following route change begins on Winter Change Day: Sunday, December 6, 2026.

  • Route 667 (Lagoon/Station Park Shuttle) will be discontinued. A new pedestrian bridge will allow connections between the Farmington FrontRunner station and Lagoon Amusement Park. 

Phasing for all other service changes addressed in the original 2025-2029 plan will be outlined in the 2027-2031 5YSP, which is anticipated to be adopted by the Board of Trustees in late 2026.

Public Input & Constraints

The 5YSP is shaped by community and stakeholder feedback, ongoing system analysis, operational feasibility, workforce capacity, planning and budget considerations, community needs, and compliance with federal Title VI regulations.

UTA receives comments from riders and community members daily and provides multiple opportunities for public input across short-range (5YSP), long-range (LRTP), and immediate (Annual Service Plan and Change Day) planning processes. This feedback, combined with operating and financial limitations and technical analysis, helps determine the content of the 5YSP.
